You are requested by H.M. Government to take steps
to prohibit the exportation of rubber and graphite suitable for the manufacture of crucibles except to British Ports; also the export of the following articles to foreign ports in Europe and on the Mediterranean and Black Sea, except to French Portuguese Spanish
and Russian other than Baltic Seaports. Firstly, all foodstuffs * and raw materials for same for man and beast; copra palm
kernels and cocoa beans are commodities which have been under
special consideration as raw material in this connection. Secondly,
all other articles included in list of contraband whether absolute
or conditional. Prohibition of these articles should be so worded
as to purport to prohibit their exportation merely as articles
whose exportation it is desirable to restrict and not as contraband.
Thirdly, motors of all kinds motor tyres range finders nickel and
nickel ore chrome ore and woolled sheep skins.
